Democracy Resource Center for National Development (DND) Conduct a Reflection workshop on Partnership in project implementation to promote citizen’s participation in local good governance

In partnership with the District Support Team of the Ministry of Interior, the Democracy Resource Center for National Development (DND) cooperates with the One Window Service Office of Kratie Town, Soung Town, and Peam Ro District to conduct an annual workshop to reflect on what they have implemented and how the project is promoting citizen’s participation in local good governance.
The workshop was conducted in Kratie province on August 25-26, 2011, with four main objectives.
- Share experience and lessons learnt during project implementation
- Show the results of the project and find strengths, weaknesses, opportunities, recom- mendations, and solutions
- Joint planning by One Window Service office and Citizen Office to improve services provision with high quality and quantity to increase confidence from the local citizens
- Increase cooperation between government and non-government institutions, especially communication
The two-day reflection workshop gathered around 50 participants including members of the board of governor of Kratie Province, representatives of the District Support Team of MoI, governor and deputy governor of Kratie town, Soung town, and Peam Ro district, chief and deputy chief of One Window Service Office of the three towns/ districts, chief of citizen office, and staff of DND standby in the three towns/ districts.
During the workshop there was a presentation about the result of the partnership between DND and the One Window Service office for their joint project to promote participation of citizens in local good governance. This included results of a primary survey, results of One Window Service Office and Citizen Office Processes, good experiences, and a reminder of the key principles of One Window Service office implementation.
In addition, the executive director of DND gave a presentation describing the administration and implementation of the joint project, focusing on objectives, strategic expectation, technique for implementation, tools, and cooperation with the target group; he also explained the monitoring and evaluation of the project. The executive director of DND described 13 project activities:
- Announcing the project
- Creating Citizen council
- Doing Survey of One Window Service Office and Citizen Office
- Creating community scores card
- Arrange the schedule for district government and citizen meeting
- Monitoring and Feedback
- Quarterly meeting between citizen council and district government
- Campaign of One Window Service Office and Citizen Office
- Building capacity of the citizen council and district government
- Techniques for partnership and cooperation
- Reflection workshop on the implemented project
- Public forum between citizen and district government, and
- Evaluation on the project
At the end of the workshop, DND’s staff interviewed two people, who have used the services of the One Window Service Office.
Miss Larng Marla, a primary school teacher in Sangkat Rokar Kandal, Kratie town, Kratie Province, said “I certified my certificate with One Window Service on June 2011.” She remembered that “At first I could not have my certificate certified while I waited, it took a long time, but now I only wait a few minutes. Also the staffs of One Window Service are friendly, and it’s great that there is a price list for every service.”
Mr. Svay Hai, aged 54, lives in Uttom village, Prek Khsay commune, Peam Ro district, said “I know of One Window Service Office from the DND’s campaign. I certified my Moto registration number at One Window Service Office on August 2011.” “It is really effective because it is near my house, inexpensive, fast service, transparent, and uncomplicated,” he added.
